Certificates and documents

Rules for documentation regarding trade with foodstuffs of animal origin within the EU found in the Swedish National Food Agency regulation LIVSFS 2005:22.

A health certificate may be required if
-there are animal health restrictions in the exporting country
-the goods are intended for export to a third country, and the competent authorities require so.

 

Traceability

In accordance with article 18 in Commission Regulation 178/2002 traceability of foodstuff shall be established at all stages of production, processing and distribution. Food and feed business operators shall be able to identify any suppliers of foodstuffs. They shall also have systems and procedures in place to identify businesses which have received their products. This information shall be made available to the competent authorities on demand.


Food and feed which is placed on the market shall be adequately labelled or identified to facilitate tracing, through relevant documentation or information in accordance with relevant requirements of more specific provisions.

 

Documents

In accordance with article 7 in Commission Regulation 853/2004 food business operators shall, when required in accordance with Annex II or III, ensure that certificates or other documents accompany consignments of products of animal origin.


In most cases the requirements are fulfilled if the goods are adequately labelled and ID marked and if the goods fulfil the traceability requirements. For some goods there are specific certification. In the Annexes there are for example requirements for certificates when transporting live bivalve molluscs. Foodstuffs packed in bulk may have required information in the documents instead of on the  package. In case of transport and storage of raw materials for manufacture of gelatine or collagen the consignment shall be accompanied by a certificate in accordance with Annex 3  of Commission Regulation 853/2004.

 

Salmonella guarantees

In accordance with article 8 in Commission Regulation 853/2004 egg and fresh meat of beef, pork and poultry (including minced meat) intended to be placed on the market in Sweden or Finland shall be accompanied by a certificate ensuring that the product has been tested for salmonella in accordance with Commission Regulation 1688/2005.


Consignments of beef and pork intended for pasteurisation, sterilisation or treatment with similar effect do not need to be tested. The consignment shall then be accompanied by a certificate in accordance with Commission Regulation 1688/2005.

 

Egg do not need to be tested if the consignment is intended for the manufacture of processed products by a process that guarantees the elimination of salmonella. The consignment shall then be accompanied by a certificate in accordance with Commission Regulation 1688/2005.

 

Council Directive 89/662

In accordance with article 3 of Council Directive 89/662 Member States shall ensure that products are accompanied by a health certificate, animal health certificate and other documents required in accordance with Community legislation. If the consignment is divided, every part of the consignment shall be accompanied by a certificate.
